NCTC: Gujarat CM Modi opposes RPF act changes
NCTC (National Counterterrorism Center) in India, Centre will not be able to counter terrorism without state cooperation. Prime Minister Manmohan Singh on Tuesday required placating state governments over their tough opposition to the National Counter-Terrorism Centre (NCTC) by writing to 7 chief ministers and assuring that home minister P Chidambaram will consult them over the agency’s operation. Gujarat Chief Minister (CM) Narendra Modi has opposed the proposal of the railway ministry to improve the Railway Protection Force (RPF) Act.
Manmohan Singh wrote to Chief Ministers of Tripura, Tamil Nadu, Odisha, Gujarat, West Bengal, Bihar and Madhya Pradesh.

According to reports, Modi said the proposed amendment Bill that is planned to give the powers of State Police Officers to RPF is unjustifiable, violation of the legal spirit and blow to central structure of India. It also takes power of the state legislature.
The provisions being inserted by the proposed change of the RPF Act, 1957 is not in agreement with the plans provided under article 246 of the Constitution of India, Modi said.
He said the proposed improvement is planned to give powers of the police officers, which are otherwise provided under Indian Police Act 1861 only, to RPF.
NCTC is opposed by Gujarat CM Narendra Modi. A Bill to give police powers to RPF is being doubtful, which again is another attempt to restrict state’s powers he said.
Congress Party: Hard opposition to the Centre’s creation of an anti-terror body, the ruling Congress Party said there is no meaning to interfere upon state powers, and all parties in favor of strong anti-terror measures must support the creation of the National Counter Terrorism Centre (NCTC).
