Acting Chief Justice A K Sikri and Justice Rajiv Sahai Endlaw issued notice to the ministry of personnel, besides the UPSC, looking for their stands by March 14 on the petition by one Dina Nath Batra.
Public Interest Litigation (PIL) challenged a new system of the UPSC making English language comprehension skills’ a compulsory topic.
2010, candidates to the IAS pre-examination were required to answer 2 objective type question papers; 1 for GK and 1 on selection of their subject.
2011, an aptitude test for the preliminary examination carries 200 marks, and 22.5 marks were allotted to English Language Comprehension Skills.
According to the petitioner, the new pattern was unfair as it rejects an equal competing platform to those applicants who had studied in Hindi or any other Indian language.
According to reports, Hindi is the basis of Indian culture and making English compulsory will strike a body blow to clean out India’s rich cultural heritage from its basis. Hindi, other classical languages have to be given their correct place in the educational system and in civil services.
The petitioner challenged that the central government had not seen the committee on official language, Central Committee of Joint Secretaries dealing with official languages, and the official language Implementation Committee as applying the new pattern.
